Tenant (Kiracı)

Definition
A person using an independent unit under a lease; not a unit owner, but under Turkish condominium law may be held liable for common expenses together with the owner.
The tenant must comply with the site rules and the use provisions of the management plan. The Condominium Ownership Law provides that a tenant using an independent unit is liable for the expense and advance share together with the unit owner; for this reason, dues are usually collected directly from the tenant.
In practice, ordinary operating costs (dues, common electricity, cleaning, building attendant) fall on the tenant, while fixed-asset, investment and major repair costs fall on the owner. The exact split is determined by the lease agreement; from the management's point of view, it should be clearly defined to whom the debt is posted.
A tenant cannot vote in their own name at the owners' assembly; however, they can attend the meeting with a proxy from the owner.
