Building manager (Yönetici)

Definition

Under Turkish condominium law, the person or company appointed by the owners' assembly to manage the main property under the law, management plan and assembly decisions.

The manager may be one of the unit owners, or an outside person or management company. Appointing a manager is mandatory in buildings with eight or more unit owners; if the assembly does not make an appointment, the civil judge of the peace may appoint a manager on the application of one of the unit owners.

The manager's main duties:

  • Collecting common expenses and making payments
  • Preparing the operating budget plan and presenting it to the assembly
  • Implementing assembly decisions and keeping the resolution book and the operating ledger
  • Ensuring the maintenance, cleaning and security of common areas
  • Insuring the entire main property against fire

The manager is liable to the unit owners in the same way as an agent and gives an account at the end of the term of office.
