Expense voucher (Gider pusulası)

Definition

A document defined in Turkey's Tax Procedure Law, issued by the buyer for goods or services bought from persons who are not required to issue invoices.

An expense voucher is the document issued by those obliged to keep books when they buy from tax-exempt tradespeople or from persons who do not issue invoices; it bears the seller's signature and, where applicable, shows any tax withheld.

Apartment and site managements sometimes have small repairs done by people who do not issue invoices. In that case, keeping a signed document showing to whom, for what and how much was paid ensures transparency during audits and when accounting to the owners' assembly.

Since the tax consequences of the document vary depending on the status of the management and the seller, consulting a financial advisor (mali müşavir) is recommended.
